An Open Letter to Dr. Kevin Smith,  CEO, University Health Network

Dear Dr. Smith,

We, the undersigned, representing a wide range of health and social service providers, advocacy groups, academia, patient right advocates, service users, families, healthcare organizations, as well as concerned individuals are writing to urge you to redress the abrupt and unconscionable closure of the Asian Initiative in Mental Health (AIM) on June 18, 2025, and take active steps to restore services and repair damages.

The decision to dissolve AIM was made without any consultation whatsoever with the patients whose lives depend on this service, the dedicated internal staff who built its success, and the community partners who have collaborated with UHN for over two decades. This unilateral action is not merely an administrative oversight; it is a blatant act of disrespect, a profound failure of transparency, and a direct assault on the principles of equity, diversity, and inclusion (EDI) that UHN espouses to uphold.

Founded in 2002 by Dr. Kenneth P. Fung and Dr. Peter Lim, the Asian Initiative in Mental Health (AIM) has been a beacon of culturally and linguistically concordant psychiatric and mental health care. AIM developed an innovative, patient-centred, and community-engaged model that has garnered national and international recognition for its effectiveness. It provided a culturally safe continuum of care, actively working to prevent re-hospitalization and promote patient resilience and recovery with dignity within Chinese Canadian and other East Asian communities in the Greater Toronto Area in collaboration with community partners. 

Beyond its critical role in addressing unmet mental health needs, AIM served as an invaluable site for education and training, contributing significantly to the development of culturally competent healthcare professionals. Its dissolution represents a catastrophic loss for both patients and the broader mental health landscape in our city.

Your institution’s responses to the crisis have been grossly inadequate and misleading. To date, UHN has failed to release any official communication to AIM patients or the Chinese communities, leaving thousands without vital information and support. The official message that these changes are intended to “increase access to all” is disingenuous and alarming, invoking anti-DEI sentiments and dismissing legitimate concerns of the need for culturally safe care and initiatives to address health disparities.

We, the undersigned, unequivocally demand the following immediate actions from UHN:

• The Immediate Reinstatement of AIM to its full capacity
• A Cross-Sector Consultation Forum: We demand that UHN convene a comprehensive cross-sector consultation forum. This forum must genuinely discuss and demonstrate UHN’s commitment to revitalizing access to culturally safe and competent community psychiatric/mental health care for Chinese, Portuguese, and all other diverse and racialized communities, ensuring their voices are central to future planning.

Dr. Smith, the reputation of UHN as a provider that Chinese Canadian and diverse Canadian communities can trust is at risk. As one of Canada’s largest hospitals, UHN’s stance in EDI-programming will have deep implications for the wider healthcare system. We urge you to take immediate actions to rectify this mistake, in the best interest of restoring trust with the communities and upholding UHN’s accountability to health equity.
